1. Police Clearance Certificate (for foreign Passport holders) 

Police Clearance Certificate (PCC) is issued by the High Commission, certifying the person’s criminal record during his/her stay in India. 
Please supply the following documents: 

  • Completed and signed application form for Misc. Consular Services.

  • Details of your stay in India along with documentary proof which can be copy of visas, Study/Work certificates etc.

  • Fees of NZ $ 38 Click here for mode of payments.

  • Coloured copy of bio-pages of current Passport attested by Justice of Peace. 

  • Applicants who held Indian Passport previously need to provide copy of Cancelled Passport or OCI Card or PIO Card (any one).

  • One passport size photograph pasted on the application. Do not staple/pin the photograph.

  • Self-addressed prepaid courier envelope to return your PCC. (Please keep the record of tracking number).

2.Police Clearance Certificate for traffic convictions/Taxi License/ Passenger endorsement (For foreign Passport Holders) 

Foreign Passport holders may require a Police Clearance Certificate for Employment, Taxi License, Passenger endorsement etc. for their period of stay in India. Documentary proof of stay is also required viz. Study/ Work certificates etc.

Please supply the following documents:

  • Affidavit against Traffic convictions (Form) completed and duly attested by Justice of peace or notary.

  • Applicants who held Indian Passport previously need to provide copy of Cancelled Passport or OCI Card or PIO Card (any one).

  • Coloured copy of bio-pages of current Passport attested by Justice of Peace. 

  • Copy of current and valid NZ visa (if applicable)

  • Prepaid courier envelope addressed to Land transport authority to send the PCC. (Please keep the record of tracking number.)

 3. Birth Certificate.

Birth Certificate is issued as per the entries recorded in the Indian passport in the format given here. Whether this certificate is sufficient for NZ immigration may be checked from the NZ authorities.

Proper Birth Certificate can be obtained only from the concerned Registrar of Births and Deaths in India.

4. Attestation ofaffidavit, Declaration or Powers of Attorney

Any affidavit, Declaration or Power of Attorney to be used in India may be attested in the High Commission. Applications can be submitted in person or by post. The applicant would need to ensure the documents are fit for their purpose before the documents are brought to the High Commission for attestation.

In Person

Applications can be submitted on all working days between 9.30 am to 12.30 pm.

The following documents are required:

  • Original and a copy of Affidavit/ Declaration/Powers of Attorney which needs to be attested.  Executant(s) / Applicant (s) should sign the document in front of the Consular Officer at the High Commission.

By Post/Courier

If the application is sent by POST, the Power of Attorney/Affidavit/documents must be authenticated by the Department of Internal Affairs ( DIA ).  The documents are required to be Notarised (NOT JP attested) by a Notary Public (www.notarypublic.org.nz) and then sent to DIA for their authentication. Please visit DIA website (www.dia.govt.nz/apostille) for the authentication/apostille procedure. Please note: We are unable to attest Digitally signed copies.

5. Confirmation of Driving license particulars.

 Applicants seeking to obtain a confirmation of the Driving License Particulars issued by Indian Authority may apply for this service. It is generally required while converting the Indian Driving License into New Zealand Driving License.

Please supply the following documents

  • A copy of Indian Driving License attested by Justice of Peace or notary.

6. Application for re-issue of International Driving Permit (IDP)

IDP allows an Indian Citizen to drive vehicle in a foreign country which is a signatory of Geneva Convention on Road Traffic, Geneva, 1949. Indian Citizens residing in New Zealand may apply for re-issue of IDP. Applicants may visit High Commission of India, Wellington or Consulate of India, Auckland personally to avail this service. Role of High Commission or Consulate will be limited to issue of receipt in such cases and the applicant has to apply for re-issue of IDP online at www.parivahan.gov.in and the IDP will be sent to his/her address directly by the authority concerned in India.

Please bring along the following documents:

  • Current/ expired IDP issued by Government of India along with one photocopy.
  • Indian Passport (in original) along with one photocopy.
  • Copy of current and valid NZ visa
  • Current Driving License (in original) issued by Government of India along with one photocopy.

7. Affidavit/Annexure 'D' or Annexure - 'C' required from parents when applying for child’s Passport in India. 

With the liberalization of passport rules, the requirement of attestation/notarization of the Annexures has been done away with. It is, therefore, clarified that the affidavits/annexures required for applying for child's passport in India in case one parent is in New Zealand need not to be attested by the High Commission of India. The passport applications of minor applicants for issue of passport may be processed by Passport offices in India on producing self attested Annexure - ‘C’ or Annexure - ‘D’ and other required documents, as the case may be.

 8. Life Certificates & Attestation of pension papers of pensioners

To obtain a Life Certificate for pension purposes, the personal appearance of the applicant at the High Commission is usually considered necessary. The applicant needs to bring his/her Passport to establish identity. The life certificate is issued gratis (without any charge).

 In case the applicant is unable to come to the High Commission for a valid reason:

  • The Life Certificate must be notarised by a Notary Public.
  • The notarised life certificate should then be Apostille/ authenticated by Department of Internal Affairs (DIA), Government of New Zealand. Please view their website for application procedure.

In case of postal application, the signature must be authenticated by DIA.
Please follow the instructions given below. Do not send any fee with your application as the Life Certificate is issued free of charge to the Pensioners.

  • Life Certificate (You may use this format as well). (In case the applicant is unable to come to the High Commission for a valid reason, the Life Certificate is required to be Apostille/authenticated by Department of Internal Affairs (DIA)

9. NRI (Non-Resident Indian) Certificate.

The NRI Certificate is issued to Indian Passport holders on the basis of documents supporting the facts submitted by the applicant. These documents may include a valid Permanent Resident, Returning Resident Visa or Work Visa.

  • Proof of address in New Zealand: Water/telephone/electricity bill/statement of running bank account/Income Tax Assessment Order.

  • Parent’s passport copy is also required in case of minors.

10 Tracing the Roots

The Ministry of External Affairs, Government of India is running a scheme known as "Tracing the Roots” to facilitate Persons of Indian Origin (PIOs) in tracing their roots in India. PIOs who intend to trace their roots in India need to apply in a prescribed form, through the Indian Mission/Post in the country of their residence. Application form for this purpose is available on this website. Persons of Indian origin desirous of tracing their roots in India would be required to fill up the prescribed application form and deposit it with the concerned Indian Mission/Post located in the country of their residence along with a fee of Rs.30,000 (Rupees Thirty Thousand only) in equivalent US $, Euro or any other foreign currency acceptable to the Indian Mission/Post. In case the attempt is not successful, the Indian Mission is authorized to refund Rs.20,000/- to the applicant. Presently M/s Alankit Assignments Ltd. (Email:info[dot]singapore[at]alankit[dot]com) is the agency entrusted with tracing roots of PIOs in India.

Guidelines for Tracing the Roots Programme

  • The programme was designed by the Ministry to assist Persons of Indian Origin (PIOs) in tracing their roots.

  • Persons of Indian Origin desirous of tracing their roots in India would be required to fill up the prescribed application form and deposit it with the concerned Indian Mission/Post located in the country of their residence along with a fee of Rs 30,000/- (Rupees thirty thousand) in equivalent US $, Euro or any other foreign currency acceptable to the Indian Mission/Post. All useful information/documents that could be of help in tracing the roots may be submitted along with the application.

  • The Mission, after checking and accepting the application, will forward it to the Ministry for initiating action on the application.

  • The details of roots in India (where traceable) i.e. name of close surviving relative(s), details of the place of origin of their forefathers (paternal and maternal side) and a possible family tree will be made available to the applicant at the earliest.

  • The information collected, including details of family tree, would then be sent to the concerned Indian Mission/Post at the earliest for onward transmission to the applicant.

  • In case of any doubt about the genuineness of the ‘roots’, the decision of the Ministry, taken in consultation with the applicant and concerned authorities involved in tracing the particular roots, will be final and binding.

  • An advance of Rs.10,000/- (Rupees ten thousand only) will be paid to the organisation/ firm which is entrusted with the job of tracing roots, in each case. In case of successfully tracing the roots, the balance Rs.20,000/- (Rupees Twenty thousand only) will be released by the Ministry to the concerned organisation/firm. In case the attempt is not successful, the Indian Mission/Post will be authorized to refund foreign currency equivalent to Rs 20,000/- (Rupees Twenty thousand only) to the applicant at the official rate of exchange, as determined by the Government of India, applicable on the date of the refund.

N. B. The programme provides for gathering information relating to the ancestors of the applicant and does not have any provision or arrangement for the visit by the applicant to his/her ancestral place(s). In case the applicant wishes to visit these places, the Ministry/organisation/firm concerned would facilitate such visits at the applicant’s cost.

11. Certificate required for transportation of body/ashes back to India.

Please supply the following documents:

  1. Passport of the deceased for cancellation.

  2. A photograph of the deceased.

  3. A letter from next of kin.

  4. Original Death Certificate.

  5. Original Embalmer's Certificate (or Funeral Parlour Certificate).

  6. Itinerary and details of person taking the body/ashes back to India (if there is someone accompanying the body/ashes).

  7. Original Cremation Certificate, with Apostille Stamp from The Ministry of Foreign Affairs & Trade, Government of New Zealand. (For information please visit the link: MFAT) with one photocopy (required only if ashes are being transported).

  8. All documents must be submitted in original along with one set of photocopies.

  9. A self-addressed courier envelope for return of documents by the High Commission.

12. Registration of death of an Indian national.

Death of an Indian national must be registered with High Commission of India at the earliest. This service is free of charge.

Please supply the following documents:

  1. Original Indian Passport of the deceased for cancellation.

  2. A photograph of the deceased [if available].

  3. A letter from next of kin having full name, address and telephone number. In case there is no next of kin in New Zealand, a signed no objection or authority letter would be required from the family in India.

  4. Original Death Certificate issued by Births, Deaths & Marriages- Department of Internal Affairs, New Zealand.

  5. Original cremation/ burial certificate.

  6. Coroner’s report (may be required in certain cases).

  7. All documents must be submitted in original along with one set of photocopies.

  8. A self-addressed courier envelope for return of documents by the High Commission.

13. Attestation of Company/Trade documents.

All Company documents which are duly notarized and then legalized (Apostilled) by The Department of Internal Affairs, Government of New Zealand. (For information please visit the link: DIA) are required to be submitted either in person or by courier along with following documents:

  • A request letter on company letterhead.

  • Passport copy of one of the Directors of the company.

  • The requisite fee of NZ$ 72 Click here for mode of payments.

  • A self addressed courier envelope for attestation and return of documents by the High Commission.

14. Attestation of Documents 

For attestation of documents like educational certificates, salary/employment certificate, birth, marriage or death certificates issued by authorities in New Zealand, these will first have to be authenticated/Apostille by Department of Internal Affairs (DIA), Government of New Zealand. Birth, Death, Marriage and Educational Certificates etc. issued by the Indian authorities in India can also be attested by the Indian High Commission provided the same have been authenticated by the Consular Section of Ministry of External Affairs (MEA), Patiala House, New Delhi-110001 or Branch Secretariat of Ministry of External Affairs, Kolkata. 15. Where and how to send the applications?

The applicant should use the courier service (with tracking facility) of their choice and are advised to keep the tracking numbers (for return courier as well) with them. The High Commission of India will not accept any responsibility in case the courier is lost/misplaced/damaged or delayed. Do NOT send the application via ordinary post.

16. Acknowledgement.

  1. Please note that no separate acknowledgement email is sent for the applications delivered at HCI Wellington via courier or submitted in person over the reception.
  2. All the applicants are advised to track their courier bag to check the delivery date of their documents at HCI, Wellington and wait for 8 working days for processing of their application. They must track their return courier bag submitted with the application after 8-10 working days and if no information is received, please email to pcc[dot]wellington[at]mea[dot]gov[dot]in with the following details: (a) Name, (b) Passport Number, (c) Type of service applied for and (d) Courier Tracking details along with delivery date of their documents at HCI, Wellington by courier or date of submission in person.

17. Status Enquiry

  1. No telephonic/e-mail queries regarding receipt or status of applications will be entertained before the time limit indicated for processing the application. 
  2. All the applicants are advised to track their courier bag to check the delivery date of their documents at HCI, Wellington and wait for 8 working days for processing of their application. They must track their return courier bag submitted with the application after 8 working days and if no information is received, please email to pcc[dot]wellington[at]mea[dot]gov[dot]in with the following details: (a) Name, (b) Passport Number, (c) Type of service applied for and (d) Courier Tracking details along with delivery date of their documents at HCI, Wellington by courier or date of submission in person.
  3. Only the completed applications will be accepted for processing. Incomplete applications will be returned.

18. Timings.

Applications for all passport/consular services are received at the counter from 0930 hours to 1230 hours on all working days.

19. Emergencies.

Emergencies by definition refer to unexpected urgent situation. Emergency applications must be supported by documentary evidence.

20. Jurisdiction.

The High Commission of India has the jurisdiction over New Zealand, Republic of Samoa, Niue,  Vanuatu & the Cook Islands.

21 Processing Time.

    • Power of Attorney, Attestation, and other Misc. Consular Services on Indian Passport: 5-8 working days 
    • Power of Attorney, PCC, Attestation, and other Misc. Consular Services on Foreign/Non-Indian Passport: No Time frame is prescribed for the Misc. Consular Services on Foreign Passport.  However, the applicants are advised to wait for at least 8 working days, track their return courier bag after 8 working days after delivery of their complete application at HCI, Wellington, if no information is available, please email to  pcc[dot]wellington[at]mea[dot]gov[dot]in with the following details: (a) Name, (b) Passport Number, (c) Type of service applied for and (d) Courier Tracking details along with delivery date of their documents at HCI, Wellington by courier or date of submission in person.

    NOTE: Processing time is indicated for routine and clear-cut cases. Referral cases may take longer.

    The status enquiries will only be entertained after the given processing time. Before making any status enquiry about the application, please check with the courier service whether the application has been delivered to our office and on which date. Processing time of applications is calculated from the date of delivery of completed applications at HCI Wellington.

    22. Fees:

    • At High Commission’s Counter – payable by Online bank transfer/Debit Card only. We do not accept Cheques/Credit Cards/Money Orders etc.
