  1. 1. There is NO TATKAL or emergency service for Passport service at HCI Wellington as Passports are printed in India.
  2. 2. Passport applications are required to be filled in online at https://embassy.passportindia.gov.in/. Best viewed in Microsoft Internet Explorer 9.0 and above / Google Chrome.
  3. 3. Please select the correct Indian mission based on the place where you reside in the New Zealand and the mission’s jurisdiction. Please select Indian mission New Zealand-Wellington for those residing in our jurisdiction.
  4. 4. After completing application online, please print the filled form.
  5. 5. Incomplete applications will not be processed which will cause delay in service.

1. GENERAL INFORMATION:
 
    • a. In compliance with the regulations of the International Civil Aviation Organization (ICAO), only machine-readable printed passports are now to be accepted for international travel.

    • b. Fresh Passports are issued to newborns only.

    • c. Your passport is a valuable document. It should always be either in your own custody or in the custody of a person duly authorized by you. If lost or stolen, the fact and circumstances should immediately be reported to the local police station and police report obtained; and to the nearest Indian Mission.

    • d. A passport should not be sent out of any country by post. All application sent through post/courier must be accompanied by self-addressed courier pack. Please check with your courier company regarding delivery status of your courier and keep tracking details of return courier bag to track the courier while return.

    • e. A new passport can be applied up to one year before expiry of the passport

    • f. In case more than one year has lapsed since the expiry of the passport, the applicant will need to submit a letter confirming "Denial of New Zealand Citizenship" (Please contact the Department of Internal Affairs, New Zealand- www.dia.govt.nz)

    • g. It is an offence under the Passports Act, 1967 to furnish false information in the application. Passport facilities can be denied on grounds of suppression of factual information, submission of false particulars, wilful damage of passport and for making unauthorized changes in the passport.

    • h. Your passport can be impounded or revoked by the Government of India under the provisions of the Passports Act, 1967, in which event you will have to surrender the passport to the nearest Indian Mission.
PROCESSING & STATUS QUERIES:

  • a. We are unable to entertain any telephonic/fax/e-mail queries regarding receipt of applications, status passports or miscellaneous services before expiry of the time limit indicated for processing the different services.
  • b. Processing time of applications is reckoned from the date of receipt of completed application forms at High Commission of India.
  • c. Normally, it takes up to 30 days to process and issue a new passport.  However, if the old passport is not issued by High Commission of India, WELLINGTON, it may take longer, subject to the clearance from the concerned authorities.
  • d. If the additional documents are not completed within 07 calendar days then Embassy/Consulates may stop processing your application and return back for want of documents.
  • e. The issuance of a new passport in lieu of a passport issued by passport issuing authority other than this High Commission depends on the clearance from the passport issuing authority, from where the existing passport was issued.
  • f. The processing times mentioned above are indicative only. Processing of all applications are subject to completion of relevant checks and formalities.

2. Reissue of passport in lieu of lost passport:
 
Instructions for Submitting a Passport Application:

  • - All applicants must complete online Passport Application Form At: https://embassy.passportindia.gov.in/ by creating a USER ID.  Best viewed in Microsoft Internet Explorer 9.0 and above / Google ChromePassport Online Application should be accurately filled.
  • - Login using the newly created USER ID and fill in the user-friendly application form online at the same portal. 
  • - Please select the correct Indian mission New Zealand-Wellington.
  • - Must Choose passport Re-issue.
  • - After submitting the form online, take a printout of the application.
  • - Affix photo and put signatures at the designated place.
  • - Submit the printout along with requisite documents (as mentioned below) and prescribed fees in person at High Commission or through courier at : - Passport Service, High Commission of India, 72 Pipitea Street, Thorndon, Wellington, 6011 PO Box 12211

Documents Required:

  1. a. Duly completed and signed (by applicant under the photo and on declaration page / by either parent on declaration page in case of minor applicant) online Passport Application Form.
  2. b. Copy of Indian Passport.
  3. c. Copy of valid New Zealand visa  [If visa is not stamped on the passport]
  4. d. Three recent photographs of 2 inches X 2 Inches (51mm X 51mm) with light background. Please paste one photo on the Passport application. Please paste one photo on the Personal Particular form. Do not staple/pin the photographs. 
  5. e. Lost Passport Police Report: Provide Police report in Original. The lost Indian Passport Number must be written in the Police Report.
  6. f. Letter from Employer/institution/organization confirming employment/enrolment.  
  7. g. Copy of Driving Licence/PAN Card/Aadhaar Card/Voter ID Card/any other Photo ID attested by Justice of Peace.
  8. h. Attach proof of payment for the fee of NZ$ 248.00 (36 pages booklet) or NZ$ 288.00 (60 pages booklet). Click here for mode of payments.
  9. i. Annexure "E"  must be completed and signed by the applicant / signed by both parents in case of minor applicant. ( DOWNLOAD )
  10. j. Annexure "F" duly filled and signed by the Applicant and then attested by Justice of Peace or Deputy Registrar or Notary must be submitted ( DOWNLOAD ).
  11. k. Personal Particulars Form duly filled and signed by the applicant ( DOWNLOAD ). This document is not required for minor applicants under 15 years of age.
  12. l. Self-addressed prepaid courier envelope with tracking sticker to return your passport. The applicant may use any courier service (with tracking facility) of their choice and are advised to keep the tracking numbers with them as High Commission of India will not take any responsibility in case the courier is lost/misplaced/damaged or delayed. Please do not send the application via ordinary post. Before making any status enquiry about the application please check with the courier service whether the application has been delivered to our office. 
  13. m. Interview with Passport Officer may be required on case to case basis.

Following additional documents to be provided in case of minor applicants:

  1. a. Both parents' passports copy (Bio Page and back details page) attested by Justice of Peace. 
  2. b. If both the parents are coming in person for submitting the application to HCI Wellington, attestation from Justice of Peace is not required.
  3. c. Both parents' New Zealand visa copy.
  4. d. Annexure "D"  must be signed by both parents ( DOWNLOAD ).
  5. e. Annexure "C" for issue of passport of a minor child when one parent has not given consent. ( DOWNLOAD ).
    Following is mandatory, if the passport has expired more than one year ago 
    1. a. Local Police Clearance certificate from  Ministry of Justice, New Zealand
    2. b. Letter from applicant giving reason for not renewing the passport within a year of date of expiry.

    4. Specifications for the Passport Photos:

    • - For detailed photo specifications, kindly go to the link photo guidelines.
    • - The image should be 2 inches by 2 inches;
    • - The image must have adequate brightness and contrast;
    • - The skin tone should be natural.  In case of over-exposure or under-exposure of the photo, the skin is either too dark or too light, photo will not be acceptable;
    • - It should show a close up of the head and (partial) shoulders;
    • - The image should be straight looking, centred  with neutral expression;
    • - Face should be in sharp focus and clear with no ink marks/creases/lines;
    • - The face (from forehead edge to bottom of chin) should be 70 to 80% of the photo or one inch height;
    • - The eyes must be open and no hair obscuring the face;
    • - Prescription glasses if worn should be clear and thin framed and should not have flash reflection or obscure the eyes;
    • - Head coverings, hair, head-dress or facial ornaments should not obscure the face;
    • - The photo must have plain light background;
    • - There must be no other people or object in the photo;
    • - The lighting must be uniform with no shadows on the face or behind;
    • - Red eye photos are not allowed;
    • - No lines are allowed.

    5. Processing timeline and Status Description of Passport Applications:

    Please note that no separate Acknowledgement email is sent for the applications delivered at HCI Wellington via courier or submitted in person over the reception.

    The applicant has submitted the online application. Once the physical application (by courier or in person) is received at HCI Wellington, it is checked and entered into the system for further processing.

    Status Update: Within 8–10 days after the complete application is received at HCI Wellington.

    Note: If the application is incomplete, an email will be sent within 8–10 days requesting the missing documents, or the documents may be returned.

    Important: The 30-day processing timeline begins only after receipt of all required documents.

    Passport application is under review at Indian Embassy/Consulate.

    All checks have been completed, and the application has been assigned to an official. Online processing has started.

    Status Update: Within 3–5 days.

    Print has been initiated for passport. 

    The application has been approved—either post police verification or on a no verification basis—and sent for printing in India.

    Status Update: Within 1–3 days.

    Passport is printed and will be delivered shortly

    The passport has been printed in India and will be dispatched to HCI Wellington via international courier.

    Status Update: Within 2–4 days.

    Your passport has been printed and being forwarded to Embassy/Consulate. The Embassy/Consulate will contact you once they receive the passport for dispatch.

    The international courier has been dispatched from India. Delivery to HCI Wellington typically takes 8–12 days. Once received, passports are sorted, stamped, checked, and prepared for dispatch or collection.

    Status Update: Within 8–12 days, depending on courier delivery.

    Applicant is requested to collect the passport from counter at Indian Embassy/Consulate

    The new passport has arrived at HCI Wellington.

    - If a return courier bag was provided, the new passport along with the old cancelled passport will be dispatched within 1–3 days.
    - If collection in person was requested, applicants will receive an email within 1–3 days inviting them to collect the passport.

    Passport has been delivered over the counter at the Embassy/Consulate to the applicant.

     

    The new passport along with the old cancelled passport has been dispatched from HCI Wellington. Applicant may now track the return courier bag provided with the application.

    If collection in person was requested, an e-mail has been sent to the application inviting them to collect the passport between the hours of 04:00 to 05:00 pm on any working day.

    7. Emergencies:

    Holidays, business trips, confirmed bookings made before obtaining passport do not qualify as emergencies and will not be treated as such. Emergencies by definition refer to unexpected urgent situation. Emergency applications must be supported by documentary evidence.


    8. Caution:

    • - It is an offence to hold more than one valid passport at a time.
    • - Under Section 12(1A) of the Passport Act 1967, possession of Indian passport by a foreign national is a cognizable offence. This equally applies to Indian nationals who have acquired the foreign nationality.
    • - It is an offence under the Passports Act, 1967 to furnish false information in the application. Passport facilities can be denied on grounds of suppression of factual information, submission of false particulars, wilful damage of passport and for making unauthorized change/tampering.
    • - Passport is a government property. Your passport can be impounded or revoked by the Government of India under the provisions of the Passports Act, 1967, in which event you will have to surrender the passport to the nearest Indian Mission when demanded in writing.
    • - Loss of passport should be immediately reported to the nearest Police Station and to the Passport Office or Indian Mission, if abroad. Passport holder shall be responsible for misuse of passport, due to non-intimation of loss, to concerned Passport Office/Indian Mission.

    9. Timings:

    Applications for all passport / consular services are received at the counter from 0930 hours to 1230 hours on all working days. Timings for collection of documents from the counter is from 1600 hours to 1700 hours.
